What it does

Microsoft 365 Copilot behaves differently depending on the base plan underneath it. The feature set you get is shaped by whether users sit on E3, E5, or the newer E7 (Frontier) suite.

Key facts

  • Copilot is a per-user add-on on top of a qualifying base (Business Standard/Premium, E3, E5, F3 and others).
  • E5 unlocks the security and compliance features Copilot leans on — Purview, advanced Entra, DSPM for AI — that E3 doesn't include.
  • E7, the "Frontier" suite, became generally available around May 2026: it bundles E5 + Copilot + Entra Suite + Agent 365 in one SKU. It's a superset of E5, adding capability rather than removing it.
  • Don't confuse the E7 Frontier suite with the Copilot Frontier program — the latter is an early-access channel for preview features, gated by an active Copilot licence.

When to use / skip

E3 base is workable but you'll be retrofitting security later. E5 is the sensible floor for a serious rollout. E7 suits organisations that want agent governance and identity bundled rather than assembled piecemeal.

Configuration decisions

  • Whether to uplift E3 tenants to E5 before enabling Copilot, or accept the governance gaps.
  • Whether Agent 365 governance justifies E7 versus stitching controls together on E5.

Gotchas

  • E3 customers often discover the oversharing tooling they wanted is E5-only, mid-project.
  • SKU bundles and names shift; confirm what's in the box at quote time rather than trusting last quarter's deck.

Consultant notes

  • Map the customer's security ambitions to the base plan before costing Copilot — an E3 tenant chasing E5-grade governance is a budget conversation waiting to happen.
  • E7 is attractive where agent sprawl is a real risk; sell it on governance, not headline features.
  • Avoid quoting exact prices — they move. Talk structure and what each tier unlocks.
  • Frontier program access is a change-management flag: preview features reaching users unannounced undermines a controlled rollout.

Revisit whenever Microsoft revises the E-series suites or Frontier terms.
