What it does
Sends proactive outbound messages via SMS and WhatsApp using Power Automate flows. Reps can't initiate outbound from the workspace, flows are required.
Key facts
- Supported channels: SMS (ACS or Twilio) and WhatsApp via Twilio only: WhatsApp via ACS does not support outbound through this feature

When to use / skip
Use when the client needs system-event-driven or campaign outbound (case updates, appointment reminders, proactive notifications). Skip if the client only needs inbound channels.
Configuration decisions
- Show in timeline (Yes/No): Yes for individual case-context notifications; No for high-volume campaigns
- Flow type: Automated for event-driven (case created/resolved), Scheduled for time-based campaigns, Instant for ad-hoc bulk sends
Gotchas
- WhatsApp Template Name is deprecated (April 2025). Update existing flows to use Content Template SID.
- Consent is on the client. D365 sends whatever opt-in status the flow provides. Stale consent data = non-compliant messages. Call this out in design.
- Timeline storage scales badly. High-volume campaigns with Show in timeline = Yes will impact storage costs. Use No for campaigns.
Consultant notes
- Consent management is the most important design conversation for any outbound messaging deployment. D365 will send messages to whoever the flow tells it to: there is no built-in compliance gate. The client's opt-in data needs to be accurate, up-to-date, and correctly reflected in the flow's contact list. This isn't a technical problem the platform solves for you; it's a data governance and process problem on the client's side. Document who owns consent verification and how stale records are handled, and get the client to confirm it in writing if GDPR or TCPA exposure is a concern.
- The WhatsApp template deprecation (April 2025: Template Name out, Content Template SID in) will break any existing flows that were built before the migration. If you're picking up a deployment that's been running since before mid-2025 and uses WhatsApp outbound, check the flow configuration and update before go-live. It's not a subtle failure: the messages simply won't send.
Show in timeline = Yesfor high-volume outbound is a storage cost decision that needs to be made deliberately. For individual case notification messages, the timeline record is genuinely useful: an agent can see what the customer was last notified about. For bulk campaigns (appointment reminders, marketing messages at scale), the Dataverse storage cost is significant. Default toNofor anything campaign-scale and document the trade-off.
