What it does
Shared devices are licensed per device or space, not per person. Teams Rooms systems take Teams Rooms Basic or Teams Rooms Pro; common area phones, Teams panels for BYOD rooms, desk docks and shared Android phones take Microsoft Teams Shared Space (named Teams Shared Devices before April 2026).
Key facts
- Teams Rooms Basic costs nothing extra but is capped at 25 per tenant, licenses Teams Rooms systems only (not Teams panels), and is bought only through the Microsoft 365 admin center. Payment details are still required.
- Teams Rooms Pro has no cap, licenses both Teams Rooms systems and Teams panels, and is sold through EA, EAS, EES, CSP, Web Direct and NCE.
- A "Teams Rooms system" is a Teams Rooms on Windows compute plus console, a Teams Rooms on Android device plus console, or a Surface Hub.
- Rooms Pro includes Teams Phone Standard, Intune (Plan 1 and 2), Entra ID P1, Defender for Endpoint Plan 2 and Pro Management. Both Basic and Pro include Audio Conferencing; Basic has no Teams Phone.
- Pro-only features include front row, large gallery, dual screens, multi-camera, intelligent audio/video, Entra Conditional Access, PSTN calling (Phone System), room check-in from a Teams panel, and the detailed Pro Management Portal features. Basic devices can enrol in the Pro Management Portal for inventory and updates only.
- Signing more than one Teams Rooms system in one room into the same resource account needs Rooms Pro. Using one account across devices in different rooms breaches the licence terms.
- Any device used as a shared meeting device needs a Teams Rooms licence, whether it signs in to Teams, joins anonymously or authenticates through Azure Communication Services. Enterprise per-user suite licences aren't authorised on shared meeting devices. Direct Guest Join and Cloud Video Interop are the exceptions.
- Shared Space licences don't work on Teams Rooms devices.
- Teams Shared Space includes Teams Phone, Intune P1, Exchange Online Plan 2 (cloud voicemail only, no mail or calendar), Specialty devices and Managed Space. One licence per device.
- When a Shared Space licence is used for a bookable desk or BYOD room (not a device), it brings three extra zero-cost Shared Space – Single Space licences for further desks/rooms. Single Space doesn't include Teams Phone and is only available on an MCA billing account.
- From April 2026, desk booking moved from per-user (previously Teams Premium) to per-space licensing via Shared Space or Single Space.
- Legacy Teams Rooms Standard/Premium licences run to expiry but don't convert automatically. Moving to Basic/Pro can take up to 48 hours to activate.
When to use / skip
Basic is fine for a small estate of simple huddle rooms where nobody needs PSTN, remote management or Conditional Access. Past 25 rooms you've no choice, and for anything enterprise — a managed estate, rooms that dial out, dual displays, front row, compliance requirements needing Conditional Access — it's Pro. In practice, most enterprise clients should standardise on Pro and keep Basic for edge cases.
Shared Space is the answer for reception and corridor phones, panels outside BYOD rooms, desk docks and shared Android handsets. Don't put a user licence on a lobby phone, and don't put Shared Space on a Teams Room — neither is valid.
Configuration decisions
- Basic versus Pro per room, and whether to standardise on Pro for operational simplicity.
- Which rooms need PSTN (Pro includes Teams Phone; you still need a PSTN route and a number).
- Teams panels: Pro (paired with a Rooms system) or Shared Space (BYOD room panel)?
- Bookable desks and BYOD rooms: Shared Space licence versus Single Space licences that come with one, which depends on MCA billing.
- Voicemail on common area phones: keep the Exchange Plan 2 plan or disable voicemail with
Set-CsOnlineVoicemailUserSettings -VoicemailEnabled $false. - Legacy licence renewal timing and overlap.
Gotchas
- The 25-licence Basic cap is per tenant, not per site. Large estates hit it fast.
- Basic doesn't cover Teams panels. Panels on Basic rooms need their own licence.
- Don't add OneDrive or other suite licences to IT-managed room accounts. Learn specifically warns about OneDrive capturing recordings and transcripts.
- Executives' personal rooms signed in with their own account still need Rooms Pro on that account, and it's not a personal device experience.
- Single Space licences won't appear on a MOSA billing account. If they're missing, check the billing account type first.
- When switching licences, overlap old and new for 24 hours before removing the old one, or the device drops out.
Consultant notes
- Inventory rooms, panels, common area phones and desks separately. They have different licences, and the device count rarely matches the "rooms" number on the quote.
- Default to Rooms Pro for anything enterprise and explain Basic as a small-estate exception.
- Check the Pro Management Portal License Type column after rollout to catch unlicensed devices.
- Where the licence terms decide what counts as a "shared meeting device", quote Learn's wording and refer to the Product Terms rather than making a call yourself.
